The risk assessment is already included in the European standards IEC 812/85, respectively 292-1/1991 EN, EN 1050-96 and serve as basis for various methods with practical application. Thus, SR EN 292-1/1996, taken in Romania by the European standard noted specifies that "factors to be considered in risk assessment are:
a) The probability of a damage or impairment of health;
b) Gravity maximum predictable lesion or damage to health. "
The legal basis of risk assessment is the Law no. 319/2006 - art. 12, paragraph 1, let. "a" - "The employer has the following obligations: a) to develop and be in possession of a risk assessment for safety and health work, including those groups sensitive to specific risks”, and Directive - Framework No. 391/89/CEE - Article 7, paragraph 2, let. "b" - European Union legislation.
Social protection also includes protection of safety and health.
Costs relating to work accidents and occupational illness are very high.
For this is required an indicator technical - economic to establish the level of expenditure necessary in a society to maintain the existing risks to an acceptable level so that workers have provided safe working conditions for their life and health.
By law employers are required to manage the health and safety work to prevent the events during the work at each job and ensure employees' health protection against occupational illnesses.
Risk assessment is the starting point in the prevention and protection.
Risk assessment is an institutionalized activity that identify risk factors in a system of work and measure their size by a combination of frequency and severity of the consequences on the human factor.
Our organization is able and has qualified staff that can work to develop risk assessment of accidents and professional illness, by using this method for evaluation of the National Institute of Research and Development for Labor Protection "Alexandru Darabont".
Brief presentation of the method
Stage I. DELIMITATION SYSTEM WORK UNDER CONSIDERATION
The method operates at the level of job defined as the smallest area characterized by common risks. A job can have multiple work stations.
Stage II. FORMATION ASSESSMENT TEAM
This team is coordinated by the evaluator agent who knows our method. In accordance with the indicators that the method operates in the team risk assessment can be found along the evaluator coordinator:
a. technonogist at work reviewed;
b. occupational physician;
c. representative of employees.
Stage III. IDENTIFICATION OF RISK FACTORS OF SYSTEM UNDER CONSIDERATION
It is the most important stage of the method by which are highlighted in the form of their concrete manifestation of all risk factors own elements of a system of work: Means of production, Work environment, Work load, Executing.
Stage IV. ESTABLISHMENT OF CONSEQUENCES ON HUMAN BODY
Attribute is the doctor of occupational medicine.
Stage V. CLASSIFICATION CONSEQUENCE IN CLASS GRAVE
Stage VI. CLASSIFICATION CONSEQUENCE IN CLASS FREQUENCY
Classes of frequency or probability of producing events are the number of 6, taking into account the mode of manifestation of the risk factors (STATES or VARIATIONS).
In this phase method indicated use of statistics (internal or national) for the past 10 years.
Stage VII. CLASSIFICATION LEVEL OF RISK
In this stage by analytical and graphical methods is determined the partial level of risk (or safety) related to each risk factor identified in the work resulting in a scale graphics in these calculations.
Mathematically, is then determined GLOBAL RISK at place to work, as a weighted average of risk levels previously determined partial.
Stage VIII. HIERARCHY OF RISK FACTORS IN ORDER OF DECREASING LEVELS OF RISK (INCREASING DEGREE OF SECURITY LEVELS)
In this stage is clearly delimiting the acceptability of the work reviewed resulting in a separation of risk factors with a level of partial risk calculated which fall within the classes of gravity above 3,5.
They will be analyzed priority, aiming in the next stage elimination, isolation, avoidance, or at least reduce them.
Stage IX. DETERMINATION MEASURES TO PREVENT OCCUPATIONAL ACCIDENTS AND PROFESSIONA ILLNESSES
In this stage be determined exactly what measures of prevention and protection (technical and organizational) are required to be fulfilled in the work reviewed to remove the effects of probable risk factors that were in the no-acceptability area of global risk level determined.
Stage X. MONITORING AND REVIEW
Assessment should be reviewed at regular intervals to ensure a permanent update. Review should be performed whenever significant changes occur in the organization or as a result of the research findings of an accident at work or an "accident avoided last minute.
